米中貿易経済戦争の本質：5Gをめぐる主導権争い～HUAWEI（華為）に対する米国の対応か ら見える焦り（2）

米欧の学者も米国のやりすぎを批判

　米側は、HUAWEIの秘密の子会社SkyComにアメリカの制裁措置に違反するイランとの取引を実行させた疑いで孟氏逮捕を要請した理由を挙げたが、これについて米国内でも疑問視されている。12月11日付米国の時事問題サイト「Project Syndicate」に「The War on Huawei」（HUAWEIに対する戦争）と題する論評が掲載された。

　作者はコロンビア大学教授ジェフリー・サクス（Jeffrey D. Sachs）であり、彼は次のように分析した。米国の多くの銀行と証券会社がキューバやイランへの輸出規制に違反したケースで多額な罰金を科することがあっても、その責任者は一度も逮捕されなかったし、2008年のリーマン・ショック前後に普遍的に存在したこの種の行為で罪を追及されるべきではない。今回の逮捕劇は米国自身の「大義名分を掲げた偽善とエゴの現れ」であり、「安全を理由にファーウェイを締め出そうとしているが実際に1つも証拠が得られていない」「これはトランプ政権が中国のハイテク技術の発展を阻止するための、中国に対するマイナスの影響が大きい経済戦争の一部だ」と批判した。

　米国経済サイトCNBCの報道によると、イェール大学の経済学者ステファン・ローチ（Stephen Roach）も、なぜ米企業が同じ米国国内法に違反しても罰金を払うがエグゼクティブが逮捕されないのに、HUAWEIにこの手を使うのかと詰問し、これは「中国に譲歩を迫るのにあらゆる手段を使うことを意味する政治決定」と呼んだ。

　Forbes誌サイトには、「The Feds Shamefully Persecute China's Huawei For Being Too Successful」（恥知らずにHUAWEIを迫害したのはHUAWEIが成功しすぎたため）と題する解説が掲載された。
同解説は冒頭、米国経済学者カラベル（Zachary Karabell）の分析を引用するかたちで、孟晩舟氏の逮捕は中国にとって、中国人がアップル創設者ジョブスの娘を逮捕するようなショッキングなことだと比喩した。

As is well-known now, American authorities asked Canadian officials to arrest Huawei CFO Meng Wanzhou last week. The Canadians complied, and that on its own should have readers a bit terrified. Financial commentator Zachary Karabell observed that the arrest was “somewhat like the Chinese arresting the daughter of Steve Jobs if she had helped run Apple.”

　続いて、HUAWEIの強さを紹介したうえで、同解説は、米当局が挙げる「安全上の理由」によるHUAWEI締め出しに疑問を呈した：HUAWEIがアメリカ市場で儲けようと考えているのにどうして中国政府は米国のお客さんを敵に回す必要があるか。

The main thing is that national security types are wrapping themselves in a false argument that the Chinese will spy on us through our phones. Ok, but what will they do? As President Trump’s endless Tweets about China remind us, we’re a huge market for Chinese companies. So, we’re supposed to believe the Chinese government will spy on us in order to war against the biggest market for companies close to that same Chinese government?

　作者は、これは貿易保護主義の行為だと断言したうえで、「そのために勝手に人を捕まえられるなら、次に殺人もあり得るのでは」と同解説が警告した。

The whole Huawei story is a ridiculous one. And a protectionist one. And one rooted in flamboyant confusion about economics within the U.S. political class. But the worst thing about this story is how dangerous it is. When protectionism leads to arrests, it’s not unreasonable to assume that shooting could be next.

　その締めくくりの言葉はこうだ。孟氏の逮捕は間違いなく、「insane」正気を逸した行動である。

The above in mind, we’ve heard since Trump entered the White House that he’s surrounded himself with people who understand diplomacy and the importance of trade to world peace. It’s time for those people to stand up in the Administration, and to show a willingness to depart same unless sanity prevails. Because make no mistake about it, the arrest of Meng Wanzhou was truly insane.

　偶然の一致か、イギリスFT紙も「Huawei spat comes as China builds lead in 5G」と題する同じ見解を述べた解説を掲載し、米国がこんなにHUAWEIのイメージダウンを図り、締め出し作戦に躍起なのはHUAWEIに後れを取ったとの危機感が生じたためだと指摘した。

同記事の冒頭部分を引用する：

A leaked memo, apparently written by a senior National Security Council official, revealed as far back as the start of this year exactly how worried the US is about Huawei.
The rise of the Chinese company to become the world’s biggest supplier of telecoms equipment has given China a huge boost over the US in the race to introduce and develop 5G, the next generation of mobile communications, the memo complained.
 “We are losing,” it said. “Whoever leads in technology and market share for 5G deployment will have a tremendous advantage towards […] commanding the heights of the information domain.”

　そのさなか、トランプ大統領は「中国が貿易交渉で大幅に譲歩するならこの件に介入しても良い」と発言した。NYタイムズ紙にこれに関する論評を掲載し、「司法独立」の仮面を剥がした。

“It sets a very bad precedent,” said Nicholas Burns, a former under secretary of state and ambassador to NATO who served in Republican and Democratic administrations and now teaches diplomacy and international relations at Harvard. “By mixing justice with trade and the rule of law with trade, it devalues both.”
